3.5.07 Continues to be problematic as to the extent to which the contract will enable multiple toucings of the radios.  We suspect at this time that the reads will take place during the rebanding phase and the that the techs will be able to adapt as the situation warrents.  10/13/08  No longer true.  The issue of multiple templates not only at each subscriber, but thouroughout the system is a major issue in developing an efficiant, effective and high quality rebanding process by Motorola.  See Soft ware issue at 110.13.02.

Kzoo City license has three freq with 1-120 channels. TA has Al Eichenberg as Pt of Contact. Nextel supposed to be negotiating with Kzoo to move to NPSC freq.  Kzoo has still not recv'd rebanding notice for voluntary negotiation.
10/19  These licenses are not being used. Therefore will not have to be migrated/retuned.  11.14 Al Eichenberg met with Kzoo.  Agreement reached with Nextel  and us.  They will keep all three channels, Nextel will assign a frequency for one, the other two will be held off until needed.  See minutes of 11.14 and Kzoo file.  1/8 Kzoo approached by Nextel to assign freq now.  Al recmnd against, until PFA recieived - Kzoo agreed

11.16 Mike spoke with Arcuri.  They will do this once the RFPF has been submitted and before they start the planning process.  In the interim, they have provides a Gantt chart and brief overview schedule for completion of the RFPF.  2.20.07 worksession meeting reiterated MPSCS expectation that these reports will be provided as defined in the contract.  RCC agreed. 8.20.07 RCC never did submit report formats.  problem may have been recalcitrance of Jim Nickel, Project Mgr who resigned on 8.10

Waiting for resolution of treaty concerns for overlap of coverage band 70 miles adjacent to Canada.  Issue to be resolved by US State Dept & Canada.
11.16  Appears still not to be any nearer resolution.  However, there will be a meeting of the states in this region to start discussing the issue.  12/7 This regions; users are meeting in Ohio to develop a common approach and policies to deliver to TA for use in the treaty negotiations.  All will attend. 3.5.07 MPSCS Submitted a proposal to the TA via Bill Carter on 2.26.07 to break the PFA payment schedule into three phases: Pay us now for the work that we've done to prepare the RFPF, pay for the inventories as they are performed that are unaffected by the lack of proposed frequencies, and pay the 3rd part once we recieve frequencies and can do the planning for their application.  No reponse to date,  RCC's attouney, Liz Sachs is to move this forward this week. 8.20.07  Recent events look like it will not be resilved until after Labor Day.  We are monitoring closely and have advised both The Governor's Federal lobbiest - Chris Priest- and Dingells office.

3.2.07 Met with DIT communications group and discussed initial target groups, channels and role of RCC Web site and their support of our effort.  Kurt Weiss of DIT is the lead for us on this.  We have a web page, have sent infor letter and Security letter to all subscribers.

Motorola has not agreed that it is a sub of RCC rather than working directly with MPSCS as an extension of the existing contracts with Michigan.  Instant problem is who to address their "Planning Proposal" for the RFPF.  The contract says RCC, they would send to MPSCS. 
11.3 Ron agreed to send it to/thru  RCC (to have them include in their overall submittal to MPSCS).  But we need to pursue this.  The standard process (according to Ron) is to submit it to the licensee - Michigan in this case, but our contract says thru RCC! 11/14 Mike met with Arcuri and got this straightened out.  Higher ups at Motorola were not aware that Elwell was off the reservation. He was trying to force us to sign a seperate contract with Motorola - BAD!  This has been forcefully resolved. However, as a result their SOW will have to be rewitten to reflect that they are a sub of RCC - MPSCS will not do a separate contract with Motorola for this project. 11/27 Nickel reports that Motorola is contesting the"Flow Down" provisions in RCC contract as applying to Motorola.  There appears to be progress as they are now working out the Sub-contractor relationship.12/5 provided Jim with copies of the Flow Down paragraphs.  Quite extensive, but pretty much standard boilerplate thatyou would expect in any contract.  One section missing, 2.276.  DMB found that it had been deleted and will send a letter to modify RCC contract noting the deletion.  1/9 Motorola provide SOW late, so missed 12/15 RFPF target date, however submitted on 12/22.  Motorola and RCC now working with DMB to resolve Flow Down provisions.  MPSCS has removed itself from this as it is an issue for RCC, not MPSCS!  3.5.07  Very little progress on this - awaiting finalization of PFA with Sprint - this then should resolve itself hopefully.  Motorola did sign contract with RCC on April 26, 2007.

RCC is required to provide an electronic version of the completed inventory in a format compatible with existing PC based databases Prgm to be determined, along with supporting documentation in either Word or PDF.  MPSCS must ID the program and format it wished to have this inventory created.  A one time opportunity.
3.5.07 Discussions with RCC, MCM Communications and High Point about various ways to get inventory taken and to update MP2 file, but no decision at this point.  I have set some pareameters that I want met, but no decision yet.

Case filed with FCC on 12.21.2006 regarding the need to do "Second Touch" on radios that have been rebanded to eliminate the old frequency channels.
FCC originally ruled that 2nd touch was not necessary.  However, this case filed on behalf of many govt contends that it is.  Does not appear ot be a problem at this time.

FCC has granted an additional frequency for Battle Creek to be included in the rebanding.  Should be added to the list fo channels in RFPF.
3.5.07  Al Eechenberg also has some others .  We will make sure these are included in the channels that are included in the list to be rebanded. This may becomhe an issue with both Sprint and RCC, since this and other channel frequencies have been added silce we froze the list on Oct 16, 2006.  This will be taken care of in the application for the FRA.

Concern that if we move down straight 15 Mg, we need to consider potential Co-channel assignments with Canada for the cellular operator (subsiderary of Nextel).  We will be primary and therefore could push them off, but that’s probably not what we want to do.
This is the type of issue that we would include in a comment filing with FCC.  This is the heart of the issue and will naturally be addressed in the Proposed Frequency Report.

Arcuri asked to waive the local office requirement in the contract.  Mike agrees that it there is the ability of MPSCS to waive this for a time if it is not seen to be critical.  However, we will hold off answering until we see how they are performing remotely.
8.20.07  This stillis a concern.  They are operating remotely now.  With the loss of RCC's Proj Mgr, there is increased concern about their ability to maintain control over the calling operation.

Jerry cannot merge DOC, some MSP and MDOT data bases because the Vendor names (the Key field that he sorts on) exceed 14 characters.  As a result, until this area is standardized , we are unable to provide a complete listing in detail for these state sites.

RCC notes in Infra. Rpt that 161 WJD Combiners located at 120 sites are no longer supported by the Mfr, and that there are no spares avail.  If these are not rebandable, they will have to be replaced.  Issue:  Is this a SOM cost or a Rebanding  Sprint Cost???

Five Existing Mutual Aid Channels enable US to talk to Canadian Counterparts.  Rebanded MA Channels will not.  Can MPSCS radios retain existing MA channels as well as the new ones?  Should this apply to all MPSCS radios or just those within a few miles of the border?  If radios can't hold additional channels. should S/N pay to have them replaced?

Current software used by Motorola requires that new frequencies be hand entered by keyboarding.  With over 70 frquencies of 7 characters each this will require 490+ keystrokes just for the control channels on each radio.  Additional hundres will be required for the Call Groups and Mutual Aid channels.  This will introduce major quality control problems, in addition to extrenmely high labor costs and trime requirements in order to reband in excess of 45, 000 radios in any reasonabl e time period.
